Yup, it's an arcade game alright.
Then we get a shot of each scout:
As a game, it's VERY hard, actually. It's a "Double Dragon" style fight game, just like the Genesis or the Sailor Moon R SNES game. Each scout moves and fights a little differently, and all the animations are just spectacular. Each scout gets a super move, complete with anime style full character shot with animation. They begin by throwing these crystals in the air
Then it shows the little animated move of the scout over the screen
And then all the enemies get wiped out.
